Comprehensive Model Code Rollout and Support Streamlining Code AdoptionRepublic of the Marshall Islands – National Building Code Review
The Republic of the Marshall Islands engaged ICC in 2019 to create a new National Building Code based on the 2018 IBC. ICC adjusted the IBC to include key requirements for plumbing, mechanical, and residential construction from other model I-Codes. ICC also strengthened administrative, management, and technical provisions to align the code with the nation’s priorities: adaptation, resilient growth, and long term sustainable planning. ICC was again contracted by the Ministry in 2025 to improve compliance with the building code. A workshop was provided to policy makers and government officials, in addition to technical training for building officials.U.S. Department of Energy – Remote Virtual Inspection Protocol
The U.S. DOE partnered with ICC to develop the nation’s first comprehensive protocol for remote virtual energy code inspections for low rise residential buildings. Focused on the 2018 and 2021 IECC, this project delivers a practical, step-by-step framework that enables building officials to verify energy code compliance without requiring on-site presence. Working in collaboration with the Pacific Northwest National Laboratory and a broad set of industry stakeholders, ICC created a scalable, future forward solution that increases efficiency, expands inspection capacity, and helps jurisdictions maintain high quality enforcement even amid workforce and logistical constraints.U.S. Department of Defense (DOD) – Unified Facilities Criteria
Since 2012, ICC and its structural engineering subsidiary, S. K. Ghosh Associates, have provided the Department of Defense with expert consultation rooted in the International Building Codes. Our team developed specialized structural and earthquake engineering provisions for the Unified Facilities Criteria, including UFC 3 301 01 and UFC 3 301 02, which govern some of the nation’s most critical military assets. Through continued partnership, ICC delivers code based engineering requirements that address unique needs, ensuring the safety, resilience, and performance of defense infrastructure.Caribbean Regional Energy Efficiency Building Code (CREEBC) Initiative
ICC partnered with CARICOM and the CARICOM Regional Organization for Standards and Quality (CROSQ) to develop and implement the CREEBC. The code has already been adopted – or is under active consideration – by multiple Caribbean nations seeking to reduce energy costs, strengthen building performance, and advance climate resilient development. ICC engaged regional authorities, technical experts, and industry leaders to create specialized training programs and credentialing pathways built specifically for Caribbean practitioners. U.S. State and Local Jurisdictions
ICC actively works closely with 19 states and 10 local jurisdictions to develop customer versions of its I-Codes that are better tailored to those jurisdictions’ specific needs. Notable ICC initiatives resulting in custom codes include California, New York State and New York City.
The ICC Family of Solutions also offers consulting services that assist jurisdictions with codification of their municipal codes, as well as providing digitization services that allow authorities to better serve their communities through utilization of the latest digital technologies and platforms.Bangladesh – National Building Code Institutional Capacity Assessment
Under a three year World Bank-funded contract, ICC assessed the institutional capacity of the Government of Bangladesh to implement its updated National Building Code. Working closely with RAJUK, Bangladesh’s Capital Development Authority, ICC evaluated enforcement systems, organizational processes, and code administration capabilities.
The result: measurable improvements in national code enforcement and enhanced capacity to support safe, resilient urban development in one of the world’s fastest growing regions.National Renewable Energy Laboratory and SolarAPP+ Foundation – SolarAPP+ Engagement
ICC partnered with the U.S. DOE’s National Renewable Energy Laboratory and later the SolarAPP+ Foundation to educate building safety stakeholders on SolarAPP+, an automated online permitting platform for rooftop solar. ICC’s state and local team engaged with building officials, architects, builders, and engineers. Through effective outreach and cross stakeholder coordination, ICC helped communities leverage this platform to speed the permitting process. Code Official Digitization and Efficiency Support (CODES)
The CODES project – led by ICC in collaboration with key industry partners – advances the transition from paper based to electronic code enforcement, with a strong focus on supporting resource constrained municipalities. Guided by stakeholder input, the initiative identifies barriers to digital adoption and delivers targeted training and workforce development resources to help jurisdictions streamline processes, improve inspection efficiency, and strengthen overall code compliance.Building Code of Pakistan Development
State of Ohio – Board of Building Standards
ICC provided an independent, data driven review of statewide building code enforcement practices. ICC's analysis evaluated state personnel qualifications, hiring practices, and compensation models, as well as permitting fee structures against national and regional trends—identifying opportunities and best practices. ICC delivered a comprehensive, actionable report supporting Ohio’s commitment to consistent, effective building safety across all jurisdictions.National Institute of Building Sciences (NIBS)
ICC offers its expertise and consulting services to a number of national and regional organizations, such as NIBS, to conduct research into various aspects of the building safety industry. Past research projects between ICC and NIBS include evaluation of the effects of the exodus of building officials from the workforce as they retire and a study on how building codes help mitigate the effects from natural hazards.Abu Dhabi International Building Codes Development

Naderi is a graduate of the University of Texas with a Master’s degree in Civil/Structural Engineering and licensed professional engineer in Texas who also holds ICC certifications in the areas of plan review, building inspection, plumbing inspection and Certified Building Official and a Credential of Learning Achievement (CLA) in Swimming Pools and Spas. Responsible for managing the development of support publications for ICC codes and standards by expert authors, he has been involved in international consulting projects for more than two decades. Naderi served as the technical secretariat to the development of the first draft of the International Existing Building Code® in 2003. Prior to joining ICC, he worked as plan review manager and field operation manager for the City of Carrollton, Texas, and in the fields of geotechnical engineering and special inspections.

Dr. S. K. Ghosh is known internationally for his work in earthquake engineering. He has influenced seismic design provisions in the United States for many years by serving on or chairing numerous committees and advisory panels. He specializes in the analysis and design, including wind and earthquake resistant design, of reinforced and prestressed concrete structures. Dr. Ghosh is active on many national technical committees and is a fellow of ASCE, SEI, ACI, and PCI. He is a member of ACI Committee 318, Standard Building Code, and the ASCE 7 Standard Committee (Minimum Design Loads for Buildings and Other Structures). He is a former member of the Boards of Direction of the Building Seismic Safety Council (BSSC), the American Concrete Institute (ACI), and the Earthquake Engineering Research Institute (EERI).
In addition to authoring many publications examining structural design, he has investigated and reported on structural performance in recent earthquakes.

Dr. Brewe brings a wealth of experience to SKGA, joining the company after serving as Vice President of Technical Activities at the Precast/Prestressed Concrete Institute (PCI) where he managed its research and development program and played a key role in advancing the institute’s body of knowledge. Prior to PCI, Dr. Brewe worked as a consulting engineer with Simpson Gumpertz & Heger and CTLGroup, where he focused on forensic investigations and structural evaluation and rehabilitation.

Rudra joined S. K. Ghosh Associates in 2017 after completing his Master’s degree from the University at Buffalo. As a structural consultant at S. K. Ghosh Associates (SKGA), he has been involved in various code-related consultation projects, development of computer programs, technical documentation, and publications. He is also involved in finite element analysis (FEA) for various structural engineering applications. During his studies at the University at Buffalo, he was involved in projects in Material Sciences that required advanced FEA of metamaterials and their applications in the seismic industry. Abouelleil is a structural engineer with expertise in finite element analysis, structural engineering software development, and fiber-reinforced polymer applications. He holds a doctorate and a master's degree in structural engineering from Kansas State University, along with a certificate in applied mathematics. His research addressed the confinement of bridge piers with fiber-reinforced polymers in collaboration with the Kansas Department of Transportation, and introduced a novel theory for shear stress computation in cracked reinforced concrete flexural beams.
After graduating in 2018, Abouelleil served as an adjunct professor teaching advanced structural analysis and worked as a senior structural engineering software developer. He joined S. K. Ghosh Associates in 2022, where he develops computer programs, contributes to technical documentation and publications, and conducts finite element analysis for a range of structural engineering projects.

He has more than 35 years of experience in the development and support of building codes and standards, authoring or co-authoring more than 70 publications and technical articles for industry-related trade journals.

A noted author and instructor, Elbettar has been associated with ICC since 2008, where he served on several boards and committees, was the Oman Building Code Project Engineer and was elected as the ICC president of the board in 2018. Beginning as a Structural Engineer with the U.S. Army Corps of Engineers, Elbettar has spent more than 30 years as a civil engineer, senior engineer, plan check supervisor, building official and the director of building safety. He holds master’s and bachelor’s degrees in structural engineering and several ICC certifications. He is a registered Professional Engineer (P.E.) in California, Texas, Florida, Colorado, Tennessee, Nevada, and Minnesota, and is a LEED Accredited Professional with the USGBC. Stacey has 10 years of experience in the development, adoption and implementation of building energy codes and standards and applies this knowledge to ICC’s Significant Changes, Code Essentials and Study Companion series publications as well as many other energy-and sustainability-related projects. Previously with the Cadmus Group, Stacey was also an energy code consultant with the Britt/Makela Group and a project specialist for the Risk and Decision Sciences Group at Pacific Northwest National Laboratory, where she contributed to projects under the U.S. Department of Energy’s Building Energy Codes program.

Colker leads the Energy, Resilience and Innovation Center of Focus. Prior to joining ICC, Colker served as Vice President at the National Institute of Building Sciences where he directed the Consultative Council and served as staff director of the Council on Finance, Insurance and Real Estate; the National Council on Building Codes and Standards; the Off-Site Construction Council and the Institute’s STEM Education Program. Colker is the editor of the book Optimizing Community Infrastructure: Resilience in the Face of Shocks and Stresses. Previously, he served as Manager of Government Affairs for ASHRAE and Program Director of the Renewable Natural Resources Foundation. He graduated from The George Washington University Law School and holds a B.A. with honors in environmental policy from the University of Florida.

Prior to his appointment as ICC Chief Operating Officer, Johnson was ICC’s Executive Vice President and Director of Business Development responsible for the management and oversight of product and business development, content services, publications, training and global services. Johnson has also served as ICC’s business liaison with organizations, including ASTM International, American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE), RESNET, the International Association of Electrical Inspectors (IAEI) and Underwriters Laboratories Inc.
Johnson previously served as President of ICC Evaluation Service, LLC, a member of the ICC Family of Solutions. Prior to his work with ICC, he served in several capacities with the International Conference of Building Officials, including the Director of Publications and Product Development and Director of Operations.
Johnson is the Immediate Board President of RESNET and is a past recipient of ICC’s William J. Tangye Staff Recognition Award for Outstanding Service. He earned his Bachelor of Arts in economics and his Bachelor of Science in engineering, both from California State University, Fullerton, and his MBA from the University of Phoenix.

She leads ICC’s involvement in relevant global dialogues including the Inter-Jurisdictional Regional Collaboration Committee (IRCC), International Building Quality Centre (IBQC), Global Alliance for Buildings and Construction (GlobalABC), and the Global Resiliency Dialogue. Prior to joining ICC in 2018, Zakreski spent 25 years helping Western companies enter the China market, with expertise in export finance and healthcare products and services, first with Chindex International and Chindex Medical Limited, and then through the boutique consulting firm she operated, China Trade Strategies.
Zakreski has published and spoken on various topics related to globalization and market entry, including building safety initiatives and collaboration around the world, trade policy, and the Chinese healthcare market. She holds a Bachelor’s in International Studies and Chinese from American University and a Master’s in International Commerce and Policy from George Mason University.

Before joining ICC, he served as a regional director for market expansion and policy at Renovate America; as the director of federal-state relations for the Commonwealth of Massachusetts; a legislative assistant for a member of Congress; and an associate at Baker Botts L.L.P. Maser has a bachelor’s degree in biology from McGill University and a juris doctorate from Georgetown University Law Center. He is a licensed lawyer in the District of Columbia and Massachusetts.

In 2008, Dr. Lendi was the recipient of Association for Talent Development (ATD) Young Trainer of the Year Award and received the Award of Excellence by the National Association of Professional Women in 2010. She is a member of the Association for Talent Development, serves on the American National Standards Institute—Center of Excellence (ANSI CoE) committee and serves as a training proposal reviewer for the Department of Energy (DOE).

Previous experience at ICC includes leading the publishing and multimedia division for many years, and serving as the senior technical editor for several ICC publications, including the International Codes and custom codes. Prior to joining ICC, Leddin worked at BOCA International and the American Journal of Ophthalmology. She holds a Master’s degree in Project Management from DeVry University and a Bachelor of Arts degree from Illinois Wesleyan University.
